Apkasi, or Asosiasi Pemerintah Kabupaten Seluruh Indonesia (Association of Indonesian Regency Governments), is an organization that represents and advocates for the interests and aspirations of local governments in Indonesia. Established in 2000, Apkasi aims to promote regional autonomy, democracy, development, and welfare in Indonesia through various programs and activities. Apkasi is led by a Ketua Umum (Chairman), who is elected by the members every five years. The current Ketua Apkasi for the period of 2021-2026 is Sutan Riska Tuanku Kerajaan, who is also the Bupati (Regent) of Dharmasraya in West Sumatra. Profile of Sutan Riska Tuanku Kerajaan

Sutan Riska Tuanku Kerajaan was born on June 16, 1990 in Padang Panjang, West Sumatra. He is a descendant of a royal family from Dharmasraya. He completed his elementary education in Padang Panjang, his junior high school in Jakarta, and his senior high school in Singapore. He then pursued his bachelor's degree in business administration at Monash University in Australia. He is married to Rizki Amalia Putri Hasibuan and has two children.

Sutan Riska started his political career at a young age. He was elected as Bupati of Dharmasraya in 2016 when he was only 26 years old, making him one of the youngest regents in Indonesia. He was re-elected for a second term in 2020 with a landslide victory. As Bupati, he has initiated and implemented various development programs in Dharmasraya, such as improving infrastructure, health care, education, agriculture, tourism, culture, and social welfare. He has also received several awards and recognitions for his achievements and innovations in local governance.

The AOE 2021 exhibition

The IIWTT 2021 event is an international workshop on waste-to-energy technologies that will be held in December 2021 in Batam. The event is organized by Apkasi in cooperation with the World Bank, the Asian Development Bank, and the International Renewable Energy Agency. The event will bring together experts, practitioners, policymakers, and stakeholders from various countries to share knowledge, experience, and best practices on waste-to-energy technologies. The event will also showcase some of the successful waste-to-energy projects in Indonesia and other countries, such as the waste management project in Kerala, India. The event will also explore the potential and challenges of implementing waste-to-energy technologies in Indonesia and other developing countries.

The POI 2021 contest

The POI 2021 contest is a point of interest contest that invites participants to create and submit their original and creative ideas for developing tourist attractions in their regions. The contest is organized by Apkasi in partnership with the Ministry of Tourism and Creative Economy of Indonesia and Fortnite, a popular online video game. The contest will run from July to September 2021, and the winners will be announced in October 2021. The contest will use Fortnite's creative mode as a platform for participants to design and build their point of interest concepts. The contest will also use the hashtag #ConceptRoyaleContest as a way for participants to share their concepts on social media. The contest will award prizes to the best concepts, such as cash, vouchers, merchandise, and a chance to have their concepts featured in Fortnite's game map. The Investment Promotion Center in Batam

Another plan that Sutan Riska has for Apkasi is to establish an investment promotion center in Batam, a special economic zone and a strategic location for trade and tourism in Indonesia. The investment promotion center will serve as a one-stop service for investors who are interested in investing in the regions of Indonesia, especially in the sectors of infrastructure, tourism, industry, and agriculture. The investment promotion center will provide information, consultation, facilitation, and coordination services for investors, as well as link them with the relevant stakeholders in the regions, such as the local governments, the private sector, and the communities. The investment promotion center will also collaborate with the Ministry of Investment/BKPM and other related ministries and agencies to ensure the ease of doing business and the protection of investors' rights and interests.

The Waste Management Project in Kerala, India

The last plan that Sutan Riska has for Apkasi is to participate in a waste management project in Kerala, India. The project is funded by the World Bank and aims to strengthen the solid waste management systems and services in Kerala, a state that faces challenges such as inadequate collection and transportation, poor disposal practices, environmental pollution, and health risks. The project will support the development of an integrated solid waste management system that includes a balanced mix of decentralized and centralized interventions, such as expanding waste collection services, developing waste recycling and management facilities, remediating and closing existing dumpsites, developing scientific landfills, and sanitizing government offices, hospitals, community level waste recycling and processing facilities. The project will also pay special attention to the financial, operational, and environmental sustainability of the solid waste management systems. Apkasi will join the project as a partner and a beneficiary, as it will learn from the best practices and experiences of Kerala in managing solid waste, as well as share its own knowledge and expertise with Kerala and other countries .
